Not true, institutions and government officials don't listen or even follow Ruto's instructions, especially on EJK and corruption. The problem is Kenyans. Most Kenyans are horrible human beings who, given slight opportunity, will use it for their gain.

What happens is when you give illegal orders- the officials know no limits and will start doing their evils without informing you. They will kill neighbours or spouses, business associates, become hired assassins' and all evils which even IG won't have a clue on as the protection is from State House.
