Flooding is normal. Depends on the amount of rainfall in a given time.

No. This is a drainage issue. People have built concrete jungle without accounting for drainage water. Poor city planning combined with corruption.

Typical case of how governments and its officials set up businesses for failure as they parrot how they are attracting foreign investors.
