It would seem somebody is fighting hard to retain free money. I have never seen a single security guard at any court outside Milimani.

A security company has gone to court seeking to stop the Judiciary from contracting another firm to guard law courts around the country. Riley Services Limited (RSL) is challenging a decision by the Chief Registrar of the Judiciary (CRJ) Ann Amadi to contract Lavington Security Services (LSS) to provide security in Judiciary premises around the country.

Chief registrar Riley stated in its suit that the chief registrar violated the Public Procurement and Disposal Act 2005 by entering into a contract with its competitor. This, Riley said, was in total disregard of an order issued by the Public Procurement and Review Board on December 22, last year. The board, in its decision, ordered Amadi not to enter into any binding agreement with Lavington Security Services until the tender dispute was resolved. See also: Top Judiciary officers axed controversially Riley had filed an application for review before the Public Procurement Administrative Review Board on December 22 after being informed of its elimination from the list of contenders for the provision of security services to the Judiciary on December 17.

The company has accused Amadi of deploying guards to all the law courts even after the review board ordered that the dispute be resolved first. Deploy guards The chief registrar, Riley argues, had entered into an illegal contract with Lavington Security Services and had further allowed it to deploy its guards before the 14 days after the notice of award were over.

The aggrieved party now wants the court to nullify the deployment of the guards and quash the contract between the Judiciary and LSS. The respondents in the matter, Riley further states, have violated the Constitution and the procurement regulations.

Looks like a normal competition. With outsourcing of non core service the best practise now...security companies are making money...it no longer normal to employ those subordinate staff like tea girls and security men directly.
