how do we deal with them?

so if you show up at kicc or manipulate tallies mp counting halls should iebc just recommend the RO to be prosecuted?

if we deall will this type if criminality we can fix the low trust issue in the counting of votes in kenya

Yes, especially down-ballot positions like MCAs where candidates don't have sufficient means to provide enough good agents, it can be a problem! I have a relative who won clean who had to literally fight all of yesterday mpaka usiku to get his cert! It's crazy just how untrustworthy/indecent Kenyans can be when they can get away with it!

ROS are permanent and pensionable unlikely to mess up anything - they will lose maybe 150-200K job plus go to jail.

POS are temporary staff - local teachers - those are ones that rig.

ROS just do basic maths...to add up POS data.

POS is everything - rigging happened there.

I am talking right out fraud we see where ros award certificates to candidates that lost or where ro Colludes with others to committ electoral fraud

What they fear most is KIEMS kit - because the computer will have digital trail. So even POS have done their job. If it was manual process it would be easy to mess. But computer is doing some key stuff.
