He is very scared of Ruto after what he did in late 2018. He went full blast using KRA, and all government machinery to crush DP financially, then he went after his allies. The only thing Uhuru can hope to negotiate is Jail Free Card. After slicing Ruto for the last 5yrs in the gov he worked hard to form - there is absolutely no space for handshake. Ruto is tough negotiator and Uhuru has no leverage - Ruto will not cede any inch unless he must.

If Uhuru create chaos - he will likely lose - because he doesnt have the support of Mt kenya. Looking at the cards left - they cant really play that chaos/instability - it would cause Uhuru ICC problems and worse - the last thing he ever want to do is go back to ICC.
