Some issues you're right but others wrong.
You havent been listening to Ruto.
Ruto will eliminate tribalism and nepotism - that is almost granted.
Ruto will appoint people who can get stuff done - tribe will be least consideration - tribal appointment will be reserved for netball affairs.
If there are kalenjin who can get stuff done - they will get appointed.
Thankfully talents in this country cut across all tribes - it just question of identifying them.
Tribe only become an issues when idiots are appointed - and therefore everyone wants their idiots in.
If people are appointed to deliver - and fired for non-delivery - it become like private sector - nobody cares if you have 10 kikuyu insurance agents- they need to sell insurances - or go home.
Therefore there is no hard rule - of how many people are appointed anywhere - the most talented - the most efficient - the most hardworking - the most ready for the job - and if done blind folded they will have the face of kenya.
Hire and fire - sometimes they will be 3 kalenjin - sometimes 1 - sometimes 5 kikuyus - but it has to be hire and fire for non performance- others Ruto get fired in 5yrs.
Judiciary and DCI totally wrong.
Ruto has NO constitutional mandate over them. Anything else will be interfering.
Ruto will do the opposite. Let Judiciary COMPLETELY FREE. Give them independent funding. Judiciary fund set at percentage of the budget. They dont need to argue with parliament. Give them money to build courts in every sub county. Triple budget allocation to judiciary - now 17B - while useless NIS has 46B - it's crazy.
Corruption and other crimes should be dealt by police.
Ruto job will be to deliver his manifesto...with or without corruption. If Ruto set to build 0.5M houses...he will build them. Not build 2,000 units like the idiot Uhuru.
Ultimately everything should be BOTTOM UP - the cases killing kenyans are not those high profile corrupt cases - it daily cases at local magistrate courts that takes 3yrs to resolve - it millions of poor kenyans who are in prisons for silly offense because they cannot raise 10K bail.
The solution - fund judiciary - fund police - let them be free - and they will do their job.
Kazi ya Ruto is totally different - it not do independent commission or police or judiciary work - it's to manage gov executive part - to deliver development, to improve the economy, and to generally make kenya gov (executive) work efficiently like a CLOCK WORK. You want something from gov you get it. You want a road - it get build. You want piped water - you get it. You want passport - get it in 3 days.
If you focus on delivery - corruption reduces naturally - because you cannot deliver 0.5M units of houses if you steal the money.
1. Do away with Tribalism and Nepotism , Maximum of 2 Kalenjin Cabinet Secretaries , 2 Kalenjin PS. 2 Kalenjins in Parastatal.
2.Rejuvinate war on corruption , Zero tolerance to Corruption , employ a well known anti corruption crussader and empower Anti Corruption bodies , allocate a good budget for investigations.
3. Reform of Judiciary . Judiciary is the most corrupt Govt arm. There should be a purge similar to what happened during Kibakis era. All the judges should judges should go through another vetting process.
4. DPP offices and DCI offices shoyld be transformed change all prosecutors and Investigators. All culpable officers should be investigated and if found guilty jailed.
5.Ministries should be streamlined. Most of the deals happen in Ministries. Yes Public servants should be barred from doing business with Government. Ministries should be merged and some scrapped. The money saved should go to county governments.
6.Come up with mechanisms which should prevent corruption at Count Government level. This one will require enacting laws which will tighten stealing and jailing immediately the guilty.
7. Most importantly let opposition thrive , No handshake ,No Co-operation no Unity Government. Let them offer alternate form of Governance .Let Raila ODM do what they know best critisizw the Government. It helped Kibaki both terme and Uhurus first term.
