I do not know. The army may be scared of not getting the civilian support. Abiy has really promised Ethiopians a utopia. Their collective fear and loathing of tplf govt has made Ethiopians become irrational and paranoid. Thisay end up in one of the deadliest genocides in recent times..the signs are there.
