No 9 - DONE - with everyone covered by NHIF - user fees will disappear.

Continue with social investment - ensure universal health coverage by NHIF - make it compulsory for everyone to have NHIF. The police should arrest anybody without NHIF.  Reform NHIF - poor should pay 100shs per month - while the rich shouldn't pay 2,000 - but some % of their salary - maybe 2% - so if you're earning 200,000 - that is 4,000.

Eliminate user fees people pay in gov hospitals. Hospitals outpatients should be free - because everyone has NHIF.

Among the many things it proposes are
1. NHIF will be mandatory i.e all Kenyans will contribute to NHIF
Note: only 20% of Kenyans have health insurance as of now...of which 80% are on NHIF
2. Employers to match the employees contribution i.e if your employee pays 2k, the employer MUST also pay 2k...this means more money will be available to the Fund
3. NHIF to only complement the co-insured i.e if you have a private insurance, it'll be charged first and not your NHIF
This will save money to help needy cases
