This has been going on for long - I once had a AP friend in Utawala - and that was back in 2006 - and he was telling me - once they come out of deployment - some hide bullets to be sold to Nairobi thugs. There is little in accounting.
Now it seem even Armory guys are selling them in wholesale.
Look like NIS are busy on some of them...
