RIOTS in Nairobi this month, in which at least 17 people were killed, illustrate the way in which Daniel arap Moi has held on to power for 23 years by manipulating ethnic and political loyalties. The trouble began last month when the president suggested to the Luo residents of a big slum district that perhaps they need not pay their Nubian landlords since the land belonged to the government. On December 3rd, Raila Odinga, a Luo leader who was recently brought into government, repeated Mr Moi's words. Within hours, rival Luo and Nubian gangs were hacking at their neighbours with machetes, and looting and burning their shanties. Hundreds of destitute people are still camped around Nairobi, afraid to return to the wreckage.

Whether Mr Moi genuinely meant to offer the Luo his patronage in reward for Mr Odinga's new loyalty, or to stir up trouble as a way of keeping Mr Odinga in check, is still unclear. The president is a master at wrongfooting his triballydivided followers and opponents alike.


But now Mr Moi faces retirement, the toughest test of all. If he is to safeguard his name and fortune after he has to step down at next year's election, he must ensure that his unpopular Kenya African National Union (KANU) party is returned to power. To do so, he almost certainly needs the votes of Mr Odinga's National Development Party (NDP). But he is not, as yet, inclined to say who among the rivals he will nominate as his successor.



Mr Saitoti's mother's tribe, the populous Kikuyu, mostly oppose Mr Moi, whom they accuse of neglecting central Kenya in favour of his native Rift Valley. So it is not clear what block of votes Mr Saitoti's presidential candidacy would carry. Yet, by keeping his intentions under wraps, Mr Moi ensures that Mr Saitoti and his supporters, and quite a few other members of parliament too, hold back from organising a rival alliance.

Meanwhile, Mr Odinga has attached himself to Mr Saitoti's main rival, Musalia Mudavadi, who is minister of transport and a member of the Luhya tribe. Both men are the sons of former ministers. But, significantly in a country where politics are dynastic as well as tribal, Oginga Odinga crossed over to the opposition from KANU, while Moses Mudavadi remained loyal to Mr Moi.

Around their two sons has gathered a multi-tribal team of young hopefuls. One of them is Uhuru Kenyatta, a newly appointed minister and a Kikuyu, whose father, Jomo Kenyatta, was founder and first president of independent Kenya. Others are William Ruto, an influential assistant minister,

How come they didnt mention Katana Ngala and Kalonzo Musyoka ?

How come they didnt mention Katana Ngala and Kalonzo Musyoka ?

Economist knew jokers from real players. That is why they picked Ruto - ass minister - but didnt pick minister and so called KANU vice-chair.
How come they didnt mention Katana Ngala and Kalonzo Musyoka ?

Dont confuse vocal and powerful. Isaac was never powerful. In fact at some point Moi threw him out of his plane in South Africa...while he was a minister...for daring question Moi strategies. He had to buy his ticket home.

Ruto was in the Moi kitchen cabinet - those were maybe 3-5 people who ate boiled maize with Moi and made the real moves, few ever made to the kitchen cabinet - Biwott was longest trusted member because he was very cunning and gave Moi serious chess moves - and could keep it a secret forever, Ruto could sit in cabinet as ass minister, and was engine of KANU.
You just voted KANU without even knowing.
You must have been cows that came with Njenga Karume to KANU

I knew what was happening in Mois cabinet. I also knew Uhuru was to be the flag bearer by early 2000.
William Ruto was powerful so was Isaack Ruto .
As for Karume we were against that lot joining KANU. We didnt want anything to do with Kibaki at that particular time and Karume smelled Kibaki .

Ruto seemingly underestimated the seriousness of the matter, only for him to be left stranded on the tarmac the next day.

"The next morning, I tried to board the plane on our way to Nairobi but I was denied access. Moi and his delegation flew back. I was left on the tarmac. I was stranded for a few more days before I raised funds for fare back home," he recalled.


Strangely, that was not the only embarrassment Ruto suffered in the hands of Moi.

No he was not powerful. He would have made tonnes of money. He was just small silly boy who was appointed to replace Kipkalyia kones. Kones and Salat Snr were powerful. Kones was luckly to get in after Biwott had been kicked out due to Ouko murder thing - but as soon as Biwott returned to cabinet - he kicked Kones out.
I knew what was happening in Mois cabinet. I also knew Uhuru was to be the flag bearer by early 2000.
William Ruto was powerful so was Isaack Ruto .

RV , He differed with Moi because of Uhuru candidacy ans Moi disciplined him.

Moi was known to discpline people , Even Uhuru when he got drunk during the 2002 campaign trail got drunk  Moi lashed at him infront of the KANU politicians to their amusment.

He was never in moi kitchen cabinet...William Ruto managed to get in around 2000. You only differ with Moi because you do not know his game plan. Otherwise if you're part of his inner trusted circle...then you know the plan. Uhuru may not even have known...he was being used.
