Big words for nothing. Jubilee failed with its laptop project for schools. Problem with Ruto is he talks too much. The man talks before he can think. Just some months back I remember him promising to close the refugee camps in Kenya within 3 months and send the refugees back to where they came from. Now it is years later and the refugee camps are still there.

Laptop is great success story. 1M laptops delivered in schools. The project was rejigged - the tablets - are kept in school. Nearly Every school got a laptop for teacher, projector, and printer. This is miles ahead of anything in Africa.
Ruto and refugees - few months ago - boss I think you are taking lots of illegal stuff in this summer time.
That refugee thing is Matiangi and Uhuru thing - Gema have this anti-somali hatred I cannot explain - but I personally dont see why somali refugees need to go - until their country is safe - we are signatory to UNCHR.

Why can't counties amend the bylaws to stop harassment? This doesn't require a national government policy, its something that "hustler" counties can implement and show as an example of "bottom up" policy.

The brutal kanjo enforcing officers are the greatest impediment given they have vested interests as they have their hawkers cartels. The business community also aids the brutal officers as the hawkers sell cheaply. Karisa Maitha had solved it in 2003 with demarcating the backstreets for the hawkers.

The bottom up talk coming from the top and being pushed by the government is already revolutionary thus the backlash. It is a monumental psychological win for the hustlers.

Mwangi wa iria already had a hawkers bill in the senate before supporting hustlers became a political slogan. The question would be how come Mwangi hasn't implement the bill in Muranga and does UDA support it now? So, long before supporting hustlers became a slogan there were people actually trying to do something about it.
