As I have said before Jubilee is it's own worst enemy. Good ideas which inevitably go down in corruption. Now look at this one. It was on it way to implementation and then Kamau Thugge decides to cash in.

The tender for vehicles ranging from 1300cc to 3500cc, among others, is also replete with bid price variations, with some firms that quoted the lowest losing to their competitors, documents obtained by the Nation reveal.

Award letters to the winning bidders — Toyota Kenya, Ecta Kenya Ltd, Urysia Ltd and CMC Motors — were sent on September 30.
The tender will cost taxpayers Sh10.2 billion over four years.

General Motors Ltd and RMA Motors Kenya Ltd, which had been prequalified, failed in their bids.

A copy of the letter to one of the winners, which was signed by Treasury Principal Secretary Kamau Thugge, says: “Your tender for leasing of motor vehicles as detailed below is hereby accepted. The contract documents are being prepared and you will be called upon to sign them after 14 days have elapsed from the date of this letter.”

TOYOTA KENYA

Toyota Kenya will provide 500 heavy-duty single cabin pick-ups ranging from 1 tonne to 1.5 tonnes (Lot 1 and Lot 2), while Ecta Kenya Ltd, the parent company of Subaru Kenya, won the tender to supply 50 heavy-duty four-wheel utility passenger vehicles and another 50 middle-duty four-wheel utility passenger vehicles (Lot 3 and Lot 4).

Urysia Kenya Ltd, the sellers of Peugeot, won the tender to supply 100 station wagons, 150 saloon cars and 50 microbus ambulances (Lot 5, 6 and 7).
CMC Motors was successful in their bid to provide 150 double-cabin four-wheel pick-ups and 150 single- cabin pick-ups (Lot 8 and 9).

This makes up the total 1,200 vehicles, which were contained in the tender documents, whose closing date was July 22.

Surprisingly, the Treasury increased the number of vehicles in Lot 8 — Ford Ranger pick-ups — by 230, and awarded the contract to CMC Motors outside the tender provisions.

In a letter, Ref: ZZ307/02/P(306), Dr Thugge wrote as if the vehicles were part of the original tender that invited dealers and manufacturers to apply for the leasing.

This decision, which is not backed by any document, will cost taxpayers Sh2.4 billion over four years. It now means that the total cost of leasing the vehicles for four years will be Sh12.6 billion.

Attempts to get the Treasury to explain the reason for the additional 230 vehicles did not yield results, with officers saying that Dr Thugge and Cabinet Secretary Henry Rotich were out of the country.

The ministry’s public relations department later asked the Nation to write an email, raising the questions regarding the tender for them to respond to. It was sent on Thursday last week but no response was forthcoming by the time of going to the press.

Contacted, CMC’s manager in charge of government sales, Ms Assumpta Wetangula, referred the Nation to the managing director, Mr Solomon Muturi, who neither picked up calls nor responded to text messages.

Omollo: Dr.Thug is not cashing in....he just ordered a little more per requirements. If he is getting paid, you won't know.

CMC getting a bailout .... if it was other nations pretending to be developing they would be blacklisted...but given shareholders list this can never happen

Poorly driven and maintained. Those who are leasing out must be aware. Machakos police cars from Mutua seem well maintained.

Don't worry. This will be explained away just like the 8 billion was explained.  The extra 230 vehicles are a must. Ruto alisema zita pelekwa kule Turkana/Pokot border

What heavy duty 4x4s does Subaru produce?  Amazing con this one...  :D :D :D
