Gov first tried to use regulations - to rope in private companies under KTDA umbrellas - under their control
When that failed - they made those regulations into law.
When that failed - they issued executive orders apparently using old law.

Bottomline -So called tea reforms are populism attempt by Uhuru and others to endear themselves to farmers(mt kenya) - tea glut is the real problem.

It is sad to see Munya and Uhuru play politics with this issue.tea glut is real. 15 years ago late WW did some research on the issue and told me that it was a matter of time before prices collapsed. It has now happened and there is no way out of this but to help farmers find sokething else to do. The only meaningful reform in the sector would be for govt to end over taxation. I read spmewhere that there over  30 taxes charged on tea. Anyway farmers are smart and will hopefully ignore government meddling

Yes tea glut is the real issue..and tea farmers need to diversify

And all you see is judiciary? Court orders can only stall things not reform. Munya has turned out to be an incompetent disappointment but in the end farmers will have to shape up or perish - tea, maize, name it. State handouts cannot save them.
