Perhaps premised on their experience with okoa kenya where they didnt threshold of a million verified signatures and also to showcase BBI popularity. This seems like a Junet thinking

Post by: Nefertiti on December 19, 2020, 05:45:45 PM: 4m was to show BBI popularity obviously. Second to cover any Tangatanga ukora of cooked signatures. Now of course it hard to pick apart valid from invalid signatures so entire pool was submitted.

BBI is harmless to IEBC - so it usua noises about them going home. Baba knows machinery rigs not IEBC.

Lastly learn to distinguish soft punches from real fights. Even Chebu knew Yattani would slash the budget so he overquoted for wiggle room. 3 months are the budget - give them dew weeks.
