To get a motion to be discussed in the UNSC required a sitting member to propose it in this case if Raila decides to unleash a war in Kenya after losing 2022 elections it wont take lobyi g for it to be tabled in UNSC.

Remember UhuRutos ICCs case deferal /referal tabling saga between Kalonzo and ODM in the UNSC. I believe you now get the gist of it.

Please not everything is about Ruto. If it were: who between ODM and Jubilee Asili is known for genocide?

Good question UhiRruto were elected by Mt Kenya and Rift valley because the instigator for genocide was non other than Raila.
