Interesting.. I think Goma and Kinshasha look like they are progressing well post Mobutu

 Not yet.  I added it to my watch list.  DRC was another rich country with enviable infrastructure at independence.  I don’t think any country outside SA was comparable at that time.

The belgians did a shady job in preparing it for the future. I think it needs Federal system to resolve the eastern congo problem

The future they had for it had always been as a natural resource to service Belgium and the West.  With a few well-to-do settlers to administer it.  That never changed even after independence, except for the incompetence of the new overlords.
