For now just leting people lose their properties is good enough deterrent. The thing that is difficult is taking on criminals like Sonko that have deep money laundering networks or someone like Wanjigi

The Kenyattas, Mois, Rutos, Raila - those are very sophisticated thieves - who will register companies abroad and make sure they are indebted to the eye-balls. There will be nothing to take over.
