What is the best way to get this done is an efficient and with least lives lost
They would be replaced by Federal Government. With a heavy command of "lovely Dictator"
Give me ideas. We can't continue with Mediocrity we got move and the speed of light or we will die on this board listening to Pundit talk about his kalenjin gods

Find us the lovely dictator first. What we need is less gov in our lives.Privatize what is not essential gov services. For example - piped water is not really essential - it can be done by private companies - in competition. You should be free to choose say Water XYZ - because all of them have laid their pipes all over. Most of the roads can be privatized. Most of the security can be privatized. Most of education and health can be privatized. Gov just become the regulator
Once gov remain with few essential functions - it will insulate everyone from abuse.
And then devolve the f.ck of the essential services - so decision making is at lowest level possible.
