But what I found interesting is the observation that the rate slowed down perhaps because of the fight on corruption. May be corruption is not always bad...lol

Yes fight against corruption may inhibit, delay or lengthen procurement...so money doesn't flow into the economy.I see it in private sector. People are afraid to procure because it take so much time and work..and yet budget cycles are annual.
