Apparently they bought shit at 5 times it's real cost.  Replicate this across every department in government and you have a crime spree masquerading as government.

The Ethics and Anti-Corruption Commission (EACC) has arrested six people over the fraudulent purchase of audit vault software by the office of the Auditor-General at a cost of Sh100 million.

In a statement on Friday, the commission said it had been investigating claims of corruption in that office as the estimated cost of the software was Sh18 million yet Sh100,675,680.80 was spent.

The software was purchased from Open Systems Integration (OSI) Kenya "through direct procurement, purporting to be the only accredited partner of Oracle".

Five times, yawa, and Pundit believes this doesn't make a big dent in devlt. Imagine charging a poor man 5 times the cost of sthing and thinking it won't keep him behind. Corruption will destroy that country. Ours is too much.

Obamacare website was worth 600m dollars.The problem here is opaque costing of software allows serious corruption in IT projects.What need to happen is for procurement to develop some pricing guildlines like you have in other sectors.There very serious corruption in ICT projects and EACC should concentrate on them.

That cost was not of a "website" but the tech for the Obamacare program. Unless you take GOP campaign ads at face value. Else people would be in jail as we saw in the Mueller "Russia collusion" probe. Ruto is hosting feasts for the entire Kibra while Trump is being impeached over a phone call. No comparison.

Obamacare was high indeed.  It doesn’t help that the owners of the company that did it may have been close to Obama.  If you factor in insurance, infrastructure, highly paid labor, continuous support, legit profit, it might justify it, but I don’t know the details.

The Audit Vault thing seems like a one time purchase and the money split among the usual suspects.

The one I have heard is a third of all revenues.  DOD might(actually definitely) harbor serious skeletons.

Obamacare website is a service - not just code. It is like Uber"app" - obviously there is lots of logistics, processes, back-off systems, etc involved. What I saw was incompetence or mismanagement - not theft. The US is not Kenya and Robert Mueller while investigating the suspected Russian collusion, sent many folks - including Trump campaign manager - to jail. As mere collateral. Stealing federal dollar is guaranteed jail time. Now in Kenya - :D - you can buy out the competition. Or in fact the enitre vote base.
