How on earth does some over 50 years old milo not respect small rules like observing noise ordinance. Talk of a toxic culture where folks never grow up or respect others

I was at a place and this guy was just playing this loud obnoxious music in his yard. It is really bothers me how someone can be this narcistic and not care for others. The ordiance call for loud noise to end at 9pm. It went on to 11 pm. This guy has been doing this for years Not one time has he ever even had courtesy to ask his neighbours if they mind. If someone  complains against such a character they will feel picked on. Anyway it is just lack of respect for self and others
