Ni kama kurogwa.. parliament approach..get 2/3 of senate and national assembly..then a referendum in 3 months.Punguza Mzigo is popular initiative..get a million signature, 24 county assemblies and referendum.

Popular initiative requires simple majority in parliament..tough luck because it's target mpigs
