Title: Police Reforms?

How about The Counties interview and select 3 candidates for the position of County Police Boss for a fixed tenure of 4 years. Then the National Police service names one.

How about Police devolved without being under the County. The County Police boss can run the police in the county autonomously. The NPSC can have overall policy authority.

Are police reforms still on? I doubt they are really serious about the issue.Just glossing over it.

Institutions have to be reformed continuously or they become irrelevant. Look at the Fraud statutes. They ignored the telephone, telex, fax and most of the old communication technology. Now we are coming to the end of the Cellphone Era and our legislation has not picked up. Mpesa is now the leading facility for fraudsters. The laws do not address the unique nature of this technology and we are still moving deeper.

My proposals are based on the desire to bring Law Enforcement in sync with the existing institutions such as Counties.

Since Kibaki, they have talked but nothing gets done.
Currently what we have are thugs with guns that kill lawfully. Investigations and prosecutions are a joke.

parliament has become one of the most useless and petty organ ... has totally lost oversight direction; no putting fire under incompetent people such as kavulundi ..... just dancing ndombolo for uhuru, ruto and empireless raila while picking petty fights with those trying to move things such as judiciary or governors
