Interesting.  Some of the requirements mean mwaura will never be able to meet muster to supply spades for the local works to drain ditches.

Keep in mind tenders in kenya ( the central governments budget too) is made specifically with kickbacks, looting and outright theft in mind. Tenderpreneurs will find a way round those requirements. Infact those documents can be said to be "za kufungia nyama."

I know.  It's a vicious circle.  Mwaura with his honest quotes, genuine heart and service stands no chance.  But it's a good step to be able to at least see what is out there.
