Only Weta is in trouble here. He quotes Raila and Matiang'i, but no one really knows if Weta was just conning these guys. One does not engage the big boys when the items are fake. The "gold" was never in the hands of the state. There was no need to engage Matiang'i in the first place.
The only question here is why the premises where the fake gold was been hidden was being guarded by APs.
