In all fairness, govt employees should not be involved in any contract where they or their relatives benefit in any way shape or form. Its unethical. Imagine if this was your own company with CEO, COO, are stealing from you.

As long as leaders continue seeing the state as "my government" when it comes to stealing but not responsibility the looting will continue.
