They have been stable long enough.  Now they can eat with impunity.  I have run into some of these characters when they come for their Coming To America style shopping binges out here.

It is clear the SGR is costed at 50% cost and 50% bribes - totally not commercially viable. When you hear Museveni talk of 'renegotiation' he is asking an addition of his cut.

So he isn't complaining about corruption, but he is angered his juniors stole more than himself!
