That will reduce backlog in our criminal systems and leave magistrate to deal with more serious cases. It will also save many people time and money. It may help reduce traffic police corruption.

I once went the whole mile for ‘obstruction and changing lane in the roundabout’ . Two offenses with 5K penalty each. I left the courtroom at 1430H from 0720H when I was arrested. It is a fact that many are even prepared bribe amounts higher than the penalties just to avoid the inconvenience.
Funny thing is my buddy was once fined 40K in Kibera for the exact same offense. So I think they really need to standardize penalties.
Judges need to stop being lazy and to actually demand evidence from traffic cops. One is almost always presumed guilty by the virtue of being arrested

uganda has on fines..that you can pay leisurely..and cops have a gadget for citations

Has the exit of NTSA changed anything? It would also be interesting to find out if increasing the fines has helped reduce traffic offences or just raised the stakes for officers on the take.

Kenya should have more administrative hearings to decongest the court. Administrative hearings handles very high volumes and can hire private lawyers as part time employee's paying them per hour without the expensive benefits that the Magistrates are entitled to. In NBO and major towns, you can have night courts running as late as 12 midnight. Plea deals can be handled by the clerks on the side and signed off by the hearing officers. Local governments should use the traffic courts to collect much needed revenue instead of letting these monies end up in the pockets of policemen and magistrates. The National government should let the counties deal with traffic cases and only collect 10% or 0 percent from what the local governments collect. This way, counties can make the hearings more efficient as a way of collect much needed monies.

Did't know about that. Absolutely brilliant. I think if we deal with such pervasive issues like traffic - we would have made huge progress - compared to show-trials that affect one or two big kahunas. Everyone including the economy is suffering from traffic cops.

I was cuffed and thrown into Milimani basement cells for hours, yet I had parked my ride at the police station
My crime?
Obstruction by Changing lanes in the roundabout.....basically an awkward turn in a roundabout.
My ride had an accident the previous evening and my lights were malfunctioning so I struggled giving signals. I was coming from insurance assessment of the damage. Unremarkable

These are the reforms we needed 20yrs ago. But parliament is busy doing NOTHING!!!
