It stinks. Why would saitoti allow himself to do dirty work for the defenseless forces. He should quit and let Yusuf hajji type of morons do this shit cleanup

Defence is the juiciest part of the meat.  That budget has been creeping up of course with nothing on the ground reflecting that change.
