A Josephine Kabura clone. The small fish. Githongo says embezzlement(corruption is too kind and generic) in Kenya at the highest levels has macro-economic consequences.
If you thought the case of Josephine Kabura – the hairdresser who confessed to lugging sacks of National Youth Service cash – was shocking, wait till you hear about Ann Wambere Wanjiku Ngirita.
Ms Ngirita is an air supplier to the NYS. According to detectives, she got a small chunk of the Sh9 billion believed to have been spirited away by corruption cartels.
She has never tendered to supply goods and services to the government. She does not have an office either.
All the 30-year-old did was walk to NYS headquarters and request a procurement officer to allow her to supply goods.
On paper, she was supposed to supply foodstuff, stationery, hammers and firewood.
Nevertheless, she received money in an account held by her company – Annwaw Investment.

This is indictment on uhuruto administration. It all starts with budget allocation, I think nys is over allocated money so that it can be stolen. And here we're borrowing and being overtaxed by this incompetent and corrupt regime, its unbelievable. The solution is to starve the beast, government.

Just like Kabura she will go scot-free as she was just a conduit. The lion share of the cash landed in SH. If anyone has any doubts just explain to me why till today Kabura is still free even after admitting carrying cash in gunias from the bank and even mentioned the person she handed the cash to in the cellar of Family Bank.

Of course NYS budget allocation was set for looting. Never in the history of Kenya has any branch of government seen its budget multiplied by 10 within one year. I remember Jaindi Kisero wrote in his column that NYS did not have the capacity to accomodate such a budget increase and now we see that it has turned out to be exactly that.

NYS is good idea turned to looting arena. Yes I think they got way too much funding with little capacity. This also happened to judiciary - post 2010 constitution - when they budget shot 5-10 times and Shollei & company were buying derelict houses for 500m and building pre-fabs for a billion.
We need to slowly scale up funding in any sector or dept.....
Right now all eyes are on BIG 4 - because that is where most of the money will be allocated - and yet those ministries - housing, nhif, industralization - have zero capacity to absorb those billions so soon.
The problem is too much money without proper capacity to spend it.

Ngirita just like Kabura are just honeypots. With over 100 billions being stolen so far at NYS in past 6 years, we only concentrate on two women just taking 50 millions each. The 90 billions has gone to the dynamic duo no doubt.

The richer you are, the more you can steal and get away with. Ngirita is a glorified chicken thief.

The problem is leadership at the top. Ouru is lazy/drunk and Ruto is a sober, organized, efficient looter. I wish all politicians go to Ruto, offer their support in 2022 and 2027, get paid and dumb him later.

That is debatable. Gilbert Muteshi almost took him to the cleaners. Yet that is his strong suit.
