How does a SCOK judgement on presidential elections that made Uhuru "really angry" and which overturned his alleged victory become a matter of getting IEBC staff "off the hook?" Is this an attempt to forestall criminal proceedings and changes in IEBC?

I found it laughable too. The IEBC conduct right after counting to declaration was hung out to dry. You just have to read the judgment. There is literally no stage the court did not indict. That tells anyone that while the court could nit fingure any individual for crimunal culpability, it "hung out to dry" a whole host of persons working for the IEBC right from the polling stations to the chair.
