I agree with you. Because it appears Chiloba has disowned the suit. (I've heard). So who sent this union to court?

Unless he goes to court and insists his name is struck from that list, I have to assume he supports it. Either this guy seriously believes he should have another go at it or, more likely, he is just angling for a good negotiating position for his exit package.

This whole thing is a smokescreen to allow the NIS to plant new people at the IEBC. Muhati etc are damaged goods. The NIS are spies. They use the same principles as all spies. Once a spy's cover is blown he is of no use. First you disown him and disavow his actions. Then you create a smokescreen to replace him if you had not done so already.
Jubilee is behind the court case. It is meant to keep the spies comfortable lest they become irrational. I suspect Muhati will wreck the system before he leaves. Most likely he still has remote administration privileges intact.
