Its a good Kenyan joke in Vitimbi style.
1. It uses linguistic / ethnic idiosyncrasies in this case Bukusu (L1) interference
2. The "conversation is condensed (even by text lingua) to deliver a specific message = Illicit contact between the two
3. One can see unique Kenyan metaphors though not the type Uhuru or Chebukati would easily use.
Of Course while Chebukati is burdened by his first language, he writes spotless English... better than most Ethnic Rag Media journalists.
I have seen a copy of the Mpesa receipt where 5billion is "sent" to Chebukati. So this is fast shaping up as some kind of challenge.

I don't see the idiosyncrasies. I don't see "t" replaced with "d", "b" with "p", and vice versa. I think Chebukati loves the kandry[sic] and there is a good chance rigging, if any, happened above his head.
