Information Communication Technology Cabinet Secretary, Joe Mucheru, has threatened to shut down any media house that releases election results during the August 8, 2017 elections.
Speaking in Nyeri, CS Mucheru warned media houses against announcing any results saying that releasing election results is a constitutional mandate of the Independent Electoral and Boundaries Commission (IEBC) and that no other body is allowed to make any announcement.
“We have allowed people to tally their own results, even you the media but you are not IEBC. The constitution has given IEBC the mandate to announce the results, if you try to tally and announce or publish the results, we will shut the media house,” he said.
The warning by CS comes even as the opposition National Super Alliance (NASA) maintains that it will have its own tallying centre where it will follow the proceedings of the electoral process and make its tallying.
Traditionally, media houses have released provisional results from constituency tallying centres.
Barely three weeks ago, the Court of Appeal sitting in Nairobi announced that presidential elections announced at the constituency tallying centres will be final. IEBC chairman, Wafula Chebukati, said that the poll body will respect the court ruling

Does that mean that the running tallies cannot be reported? However hard I try to be neutral, these guys are forcing me to start to believe that they are determined to rig.

The information is traveling faster than they can cope. All the media has to do is tally 289/290 constituency leaving IEBC with 1 constituency then declare winner.

I have often stated that if transmission works as it should, nobody and I mean nobody will beat IEBC at tallying. All parallel tallying centers will be several hours behind, or will have to resort to copying the very figures they are verifying.

The court already said that the announcements at the lower level are "IEBC" announcements and unamendable, moreover. So unless the media houses are threatening to do the counting themselves snd announce them "before IEBC" it is not clear to me how they could possibly be interfering with IEBC's "constitutional mandate". More over, are the lower level announcements not public? Exactly how can broadcasting a public announcement be unconstitutional? And in what way would doing math on publicly announced figures be unconstitutional? LOL!!!!

In Kenya and after the last elections, that is surely a big "IF".

But one can make reasonable deductions. In 2013, untested and hastily procured system and gadgets did 30%. Some kits arrived barely 24hrs before the elections. But now we have over a month of testing the kits as well as factoring power something nobody bothered with in 2013. Short of sabotage, I expect not less than 98% efficiency.
The other thing is, it's rather obvious that in case of failure, parallel tallying can't be stopped, and nothing short of total internet and media blackout will stop unofficial 'announcements'

Of course they are determined to rig. It is not rocket science that they will lose a free and fair election to NASA. Even our resident Tutor-Pundit knows Jubilee does not have the numbers. Hassan had to bake, boil and fry the numbers to get them over 50 plus one in 2013. Even a child knows that the numbers do not add up for them with-ran-away corruption, impossible cost of living, no Unga, crumbling economy, no ICC, a divided Rift, a divided Gema, a more united opposition , etc. Stealing is the only path to "victory" for them. They are desperate and considering everything including announcing fake numbers as soon as possible before everybody gets a chance. There strategy seems to be, announce that Ouru has won as quickly as possible before anybody does. The opposition and the media houses therefore must be very fast too so that their numbers are out first or simultaneously.

This seems to be a specialty among senior GoK types: press hard on the mouth-accelerator well before brain-gear---Level 1 = basic common sense--is fully engaged.

Where do you get that from?
The IEBC cannot transmit the results before the agents have signed them. When they transmit the agents also transmit. So at best they tallying centres should operate at the same speed.
The Uhuru government is hell bent against accurate and announced results being published. Makes anybody wonder
