It's not clear what law or regulation this advances, other than perhaps to further suppress information sharing.
Out of the 40K+ polling stations, NASWA can only realistically hope to independently scan/photo 15K forms in real time. The rest they will have to scrape from IEBC. Means their much vaunted tallying will be both late and mirror of IEBC.
IEBC is the only body funded by the tax payers money to scan and transmit all the forms.
