Title: Jubilee manifesto yesterday was absolutely awesome

For the first time I felt proud of having voted for Jubilee. We are luckly to have a modern gok for the first time.

That was big omission from their part. It's a big problem. Although it is really Independent EACC & DPP job to do their job.
Did it say anything about corruption?

Manifestos is a political party' elections or reelection policy platform and since corruption is a major issue in this election and the next few elections in the foreseeable future, that was a very revealing omission.

That was big omission from their part. It's a big problem. Although it is really Independent EACC & DPP job to do their job.
Did it say anything about corruption?

Jubilee thinks Jobs is the major issue. Corruption is hard sale for both teams because all of them are tainted in it.
Manifestos is a political party' elections or reelection policy platform and since corruption is a major issue in this election and the next few elections in the foreseeable future, that was a very revealing omission.

“(We will) Establish a National Social Housing Development Fund and create alternative financing strategies to finance low cost housing and the associated social and physical infrastructure,” pledged the party. In its sixth pledge, Jubilee says it will expand free maternity care to include government funded NHIF cover for every expectant mother for one year.
The seventh promise is to ensure every citizen is connected to reliable and affordable electricity (on or off-grid) by 2020.
 Another key pledge was the expansion of food and agricultural production, double the fertilizer subsidy initiative and reducing its cost to less than Sh1,500. The subsidy programme will be expanded to include all crops with a resultant increase in production. Uhuru also pledged to support the expansion and capacity of local fertiliser manufacturing.

Significantly expanded land ownership by issuing 3 million title deeds in the four years since 2013 as compared to 5.6 million title deeds issued in the 50 years between 1963-2013.
Automated land registration transaction and online-searches through the e-Citizen portal for Nairobi registry. Land records in 13 out of 57 land registries have been digitised.
Launched the National Land Information Management System (NLIMS), a digitised land data bank that has enhanced efficiency in serving the public. We have initiated the digitisation of 13 land registries that in turn has seen the automation of land registration transactions.
We have increased access to farm inputs such as seeds and machinery and provided 521,047MT of subsidised fertiliser to farmers thereby reducing the cost of production, enhancing the incomes of our farmers and crucially, improving national food security.
Provided insurance cover for livestock in Arid and Semi-Arid areas (ASAL) and insurance cover for crops to selected Counties, the first time this has been supported by government. Livestock insurance has been implemented in 6 counties, Turkana,Wajir, Marsabit, Isiolo, Mandera and Tana River with premiums worth KSh220mn.
Secured access to local and international markets for horticulture, livestock and fish produce. Constructed 18 fish market, 39 horticultural markets, 18 livestock sale yards. Secured, EU certification for farmed fish and Kenyan fish can now access the EU
Expanded acreage under irrigation from 354,775 acres in 2013 to 483,670 acres in 2017 including a 4,000 acre pilot project in Galana Kulalu, a Food Security Project which has 2,000 acres cropped with maize. This will greatly improve food security in the country.
We have stimulated agribusiness and agro-industrial development, revived and re-invested in growth enabling industries. These include the Mumias Sugar Company, the Pan Paper Mills (now Rai Paper Mills) and RIVATEX. We are further investing in the coffee sector and are modernizing KCC to make it a strategic milk processor.

The one glaring omission is a strategy to grow the private sector. Its very clear that capital investment has decelerated and credit growth is almost stagnant. The economic growth now is being driven by government spending and FDI . The private sector and individuals are not participants in this growth. That's why the growth isn't being felt by kawaida mwanaichi.

Maybe this biashara bank is long shot - but worth trying  - GoK has to go back and lend at 4-5% to business.
-Establish the Biashara Bank to provide coordination in the delivery of affordable financing and support for business development.

I think we already have a development bank which does nothing. Its just like the youth fund and women fund, this wont be the agents of private sector growth. Change in taxation would be the way to go.Zero rate all capital goods investment and also depreciation claims. It really doesn't make sense to start taxing someone making 15k per month paye, it should start at at least 30k. VAT shouldn't be no more than 10% just like the rate of rental income.

TIVET - Technical Industrial Vocational and Entrepreneurship - is one of the smartest promises Jubilee has made for re-election. All fresh graduates will get HELB loans (15K per month)  to look for internships and gain experience. Clearly aimed at the 5M+ new voters who are college kids.

Why does a party in power have to make promises?  Why not just do the shit and sell it as part of their record?  Why the charade when they will get the vote of their tribes people even if Kenya had gone down the tubes?

Populism is an established downside to democracy. Everyone promises utopia. There is also a "tossup" 5M millennials whose voting pattern is yet to be established - they're firsts.

I have seen apprehension (veiled panic) in Jubilee as the judiciary has reigned in the IEBC. Swing votes in this regard have become an imperative hence the focus on the 5M.

This is unknown hence all kinds of goodies being dished out by savvy Jubilee as NASA drools. MOAS and polls can't model them as their allegiance and turnout are a guess.
