Just curious.so where does Kenya import wheat from? I saw an article saying that kenya imports 300,000 tonnes of wheat every year

Kenya's wheat imports appear to be way above that; the figure you give looks more like annual local production than imports.  And the trend doesn't look good, rain or no rain.     See this:

According to the USDA:

Kenya’s wheat production deficit has increased over the years, with local production currently accounting for less than twenty percent of the total supply, and therefore necessitating imports. In the MY 2016/2017 the bulk of the Kenya’s wheat imports were from Russia, Lithuania, Latvia Germany, Poland, Canada and Estonia. Wheat imports from the U.S. remain primarily for Food Aid programs.

What difference does rain or drought make anyway?   We never think into the future, safe in the assurance that the begging-bowl will always be filled if it comes to the worst (as it always does).

The rains have failed. Ndakaini at 20%, Rift valley farms which are the bread basket don't look good.

The government needs to import as much as maize and rice to last some six months given we are heading to election where not much will be possible and the global prices might hit the roof given drought across Africa.
