Here is another from China. The details about the procurement were hidden from audit "for security reasons". Was it Security?:

I long gave up on Uhuru about corruption. The man won't even do the basic of safeguarding public resources. Recall the looting at Westgate by KDF long after the militants had fled. When Uhuru failed to take action it confirmed my worst fears: Uhuru is more at home with corruption than without.
