She is being PC by using the term emergency instead of dependency. Trump might wake up one morning and USAID will be gone in a twitter rant. This will hurt some people, because others cannot suddenly stop eating to make up the shortfall.

How can one justify begging for food while politicians fly nearly 20 helicopters to funerals?
There are enough resources in Kenya to feed the starving. What is lacking is leadership.
