War-torn South Sudan has banned all foreign workers — including aid workers — and ordered they be replaced by locals, an official notice said on Tuesday.

"All non-governmental organisations, private companies, banks, insurance companies, telecommunication companies, petroleum companies, hotels and lodges working in South Sudan are directed to notify all the aliens working with them in all the positions to cease working as from 15th October," said a government statement, published in several newspapers.

The order said the organisations and companies should advertise the positions — ranging from receptionists to executive directors — so that they can be filled by "competent South Sudanese nationals".

The impending expulsion of foreign workers comes despite warnings that the country, gripped by civil war for the past nine months, is on the brink of famine.

South Sudan is also heavily dependent on a network of international aid groups for humanitarian assistance for 1.3 million people who have been internally displaced by the conflict.

The international NGO Global Witness, which campaigns to prevent natural resource-related conflict and corruption, said the order was "disturbing".

'GRAVE HUMANITARIAN CRISIS'

"It is disturbing that the South Sudanese government is attempting to expel trained aid workers at a time of a grave humanitarian crisis," the group said.

"The decision demonstrates a total disregard for the lives of the 1.3 million citizens displaced by this oil-fuelled conflict," it said, adding that the government "risks crippling the economy".

South Sudan suffers from a major shortage of skilled workers, with only around a quarter of the population being able to read and write.

Fighting broke out in the oil-rich country, the world's youngest nation, in December 2013 following a clash between troops loyal to President Salva Kiir and his former deputy, Riek Machar.

The war spread rapidly across the country and has been marked by widespread human rights abuses and atrocities by both sides.

Foreigners kept South Sudan afloat. This is a deadly mistake. Who's advising him? Uhuru?

Not good. I know many folks in Aid industry in South Sudan. Anyway i think Aid agencies will relocate to Loki,Nairobi,Kampala and neigbouring country and ran operations from there.

South Sudan need to develop capacity in immigration so they can on case by case basis allows work permits.

Salva Kiir has been using oil money on designer suits. Now that he is broke and can't pay his Ugandan Mercenaries (Museveni), he thinks he can shake down NGOs and the UN to finance his war. He lost the war the moment it went past 6 months.

African governments (other than Marxist states) cannot defeat a rebellion lasting over six months. The Ugandans will leave and probably shift allegiance. Whatever the case, somebody else from his side will end this war not Kiir.

Looks like the beggining of the end for the once promising Nation...... still So young with so much potential and many resources, but the Negro remains his own worst enemy.

The South Sudan Negro does not have to exist in a nation state.  If neighboring countries can leave him alone to his devices.  He can live in harmony with nature.  The real problem is to assume that everybody deserves or wants to live like bazungu.

It's not that easy. These are donor funds with conditionalities intended to curb corruption and other vices like tribalism and favoritism. It is a divided country, so how do you expect a Dinka to fairly administer aid to non-Dinkas? Even in cases where he does, would it be seen to be fair by the non-Dinkas?

There is the experience and aptitude. Just like Uhuru does not trust a non Kikuyu to give him reliable intelligence, is the same way donors find it hard to pump money in a program run by people the donor does not trust. Note that it is not just engineers but a whole range of specialists that have the education, rare expertise and experience in these matters. The most Kiir will get is an exodus of non committed funds and skeleton staff relocated to Nairobi and Loki to complete the use of already committed funds before bolting.

It's about facilitating people to uplift their living standards. Sadly, Kiir is using an old scrap-book Kenyatta left behind. He took over a country with a huge national and para national goodwill and he is fucking it up.

This Salva Kiir is far worse than i thought. At this rate South Sudan will be kaput in less than 5 years. What an unfortunate situation for a young and promising Nation.
