Its a good start but it would be unwise to assume one man can have any impact on the ROT that is our judiciary
the most he can do is just offer polite suggestions.

I don't see systems he is putting in place. First thing he can do is to ensure there is magistrate court and jail in every constituency. Then he can make sure the court process and procedures are simple and easy for the average kenya. And of course for god sake..deal with backlog.
