I know counties last yr proposed or collected 80bkshs from internal sources...land rates, licensing fees,parking fees and such sources...
That is about 10% of what national gov collected from taxes, duties,fees and court fines.
Can we get a list of each county projected or collected internal revenues..this good indicator of whether counties eventually can be able to become devolved unit when they are allowed to collect taxes,fees and court fines.
Nairobi i know proposed to collect anything upto 8B kshs.

that's one issue they dodge. Turns out the ones shouting the loudest for more funds are also the most opaque negroes on their revenues

I think they do submit them to COB as per the law. I think apart from demanding their fair share from taxes,fines and duties collected by KRA and gov agencies on behalf of natioanl gov..counties need to build capacity to generate own funds.
Nairobi for once can collect so much if they were to be as half effective as KRA.

this is another key point which pesa mashinani proponents can exploit... I wonder why they are not saying that once they get additional funds they will relax the rates and licenses .. likes of kafogo should take this up given their residents have been on the road with twigs complaining of higher rates

I will try do that tomorrow. Off my mind; Nairobi as expected seem to account for upto 40%; mombasa,narok(maasai mara game reserve--an outlier i think),nakuru are in 6-8%; next are kiambu and machakos at 5% (suprisingly Kajiado figures are low)--nairobi overflows; the next are kisumu and UG at 3%...and the rest of counties are barely registering 1%.

Thanks. Yes we need ability to embed tables. Anyway looking at the data..it obvious Nairobi city is basically the engine that carries the economy if we use this pseudo-data as indicator of GDP. The top 10 counties account for 80% of the "GDP".

interesting .....machakos mutua spirit seems to be paying off compared to kajiado, kisumu .... surprised it will overtake kiambu if it hasn't overtaken it in generating IRs

Kajiado is surprising in it's low revenues considering most of Kajiado north is basically nairobi...and i think they also have Amboselli as game reserve.
Machakos is doing very well.
Kilifi is doing well thanks to Italiano of Malindi.
Muranga is another surprise...considering they do not have any major towns..unless thika is shared with kiambu.

Sorry for the mess. I was worn out and should have postponed working on it.
This is an eye opener. It is not comprehensive. Kisumu has been a surprise. This kind of information would calm some of the extreme views we have seen and heard. The talk of Nyanza laziness by folks from Kirinyaga, Laikipia, Nyandarua, Murang'a and Nyeri etc would slow down somewhat

I have always known Kisumu,Nakuru, Eldoret cities to follow Nairobi and Mombasa in GDP. So am not surprised by that. Narok too with Maasai Mara has always been a rich county.Mombasa figures are very disappointing..i think Joho need to find out why he is collecting very little.
There is no tribal factor in kenya economic fortunes..it more about urban centers, climate (for agricluture) and natural resources(for tourism sector).
When it come to sharing of funds...apart from turkana and mandera..and of course Narok...i think if we get the list of COA it will mirror this list from COB.
So in short nobody is really getting "unmerited" devolved funds....
In the future once we settled the percantages...counties might want to improve on their own revenue collection. What i noticed going through the reports is that collections from devolved functions..esp health sector...are not factored.
If probably factored..we are talking about 40M hospitilisation last yr (from the data i have seen)...and if counties are levying 50bob per visit (shared cost)...at worst there is 2Bshs...but if they improve medical facilities to compete with mission and private sector...they can able to collect about 200M for every county or sub county hospital.
The same with Alcohol and Casino licensing....they can easily unlock billions in that sector..if they tell Nacada to go jump..and take over that function as envisaged by the constitution.
We need to strengthen devolution..and reading through the reports..Machakos is doing every thing right...and other counties should borrow from Mutua.

Read the first post. Counties collect revenues mainly from business licensing, permits, parking fees, game reserves gate collections, land rates and such kind of levies.So yes the list is skewed towards urban centers...but so is GDP everywhere.
Give me a clue here.

You are probably right. The digital ngafmed cannot digitize elementary table data. I have taken the trouble to make suggestions on that portal. Not even an acknowledgment of receipt.

Monies sent from central govt. should be audited by central, any improprieties should be refunded, otherwise the county gets less the next time around. Senators need to make this clear to counties.

Good ideas. There is something called IFMIS...ERP from treasury that is suppose to be the accounting system..most counties have not implemented it..coz of connectivity issues and lack of capacity.
