That's a waste of money. That could have built 19,000 km of road at kes.20m per km.
Did they compare this white elephant with other alternatives?

That kind money could build 7 light rails as those in Ethiopia at 50 billion Kes each.

The figure is kes.38b according to businessdailyafrica.
But still it looks like a Sodom and Gomorrah investment. There should be a another cheaper means of reducing jams on that route.
