Its just that USA has superb investigators who really do their job.
BTW very few corrupt guys escape.
Even after death they can bring a case to recover money owed.
Just put systems in place so that corrupt officials are nabbed. Current system stinks. A case to go on for three years is a sham.

It's almost like Waiguru.  FBI normally let some non-life threatening scams continue in order to gather water tight evidence.
