Is it a genius political strategy to shift blame on looting at national government level?
Is there any possibility of backfiring given national govt is left with over 85% (could be more given the use of 'last' audited accounts)
In the 3 years we have had 2 trillions annual budgets; 5 trillion to national govt; a trillion to counties?
To me looks poor analysis - How Uhuru thinks he can win against governors with their small acts all over counties while they only have SGR, struggling with laptops...
