we have achieved '75%' in an year yet '25%' will take a year and a half??

SGR I think began in 2013/2014..so I don't understand your maths.

As RV Pundit once said, now let us pray the whole thing will be rentable. Otherwise be prepared for freight hikes to cover up the whole deal.
