This is amazing stupidity.....and totally unconstitutional.
An independent Budget Office at the Presidency will prepare budgets in collaboration with the Parliamentary Budget Office away from the Treasury.
President Uhuru Kenyatta said separating budgeting from execution would cut out unnecessary public spending on non-essential goods and services.
It will also spare taxpayers the burden of higher taxes that the Treasury has consistently introduced to finance the bloated expenditure plans.

What Uhuru is saying is, Treasury CS Rotich since he is Kalejin is assumed to be Ruto's man cannot put up a budget. The budget is now in SH where Mt Kenya run the show.
I hope this time with no "typo errors". :D :D :D

You are not telling the truth men. No right minded person will do that.
Now that I have read it sure this is true.
This guy has gone bonkers. Nothing is thought thru before its implementation.
Laundering should be in the law not in executive orders. Enforcement should have been ongoing.
Also, this guy spends more on stupid trips that dont generate any capital, so he should be the first to CUT.
Also, deposits enforcement should be left to KRA, cause they can also charge the depositor with evading taxes.

Having an independent budgetary office which is independent of other ministries in my opinion is a good idea. One of the reason why there's so much waste and corruption is because of over allocation of funds that ministries can't absorb. My concern would be how independent will it be.

Interesting. Earlier this year, Uhuru publicly stated that the Office of The President was the leader in corruption. So this is how he plane to deal with that?

If am not wrong budget making makes some good pages of our constitution...and ministry of finance is in charge of that...with Parliament ultimately making the budget. OP can identity priority projects and submit to Finance..which then submit to Parliament.
Chapter 12 (Public Finance) of constitution part 5 (Budget & Spending) is clearly something Uhuru has not bothered to read.

In the US the budget still has to be submitted to congress or the respective house for approval. Kenya has shown time and time again that it is not cable of such transparency....they are always looking for new ways to loot.......this one is no different.
