Unless a committee that is impartial is appointed to invetlstigate and impeach a county assembly or any executive members..but Can parliament censure refusing to approve executive requests until when a cs is  suspended or fired..blog below explains the legal reason why http://www.politicskenya.net/2015/10/mps-lack-power-to-impeach-anne-waiguru.html?m=0

indeed parliament has no powers. They can suspend funding of the agency.
