There are exaggerated costs across the board. But what stands out for me? KSh. 1.9 million for free software. Someone is pocketing $19,000 for doing exactly nothing. We saw the same issue at IEBC. How much of this is going on throughout this government?
To her credit, if it appears that she could be sexually hyper-active, she takes no chances when it comes to safe sex.
The Devolution ministry spent Sh450,000 for 18 custom-made condom dispensers, the Parliamentary Accounts Committee has found.
The ministry's asset register also revealed Sh1.7 million was spent for a screen in CS Anne Waiguru's office and Sh12 million for an office partition, in the 2013/2014 financial year.
The register, presented by PS Peter Mangiti, listed purchase of a copier at Sh1.5 million, while Sh1.9million was spent for free downloadable Adobe software and Sh250,000 for ten flashdisks.
Other purchases that raised eyebrow include;
20 Ball point pens, fine tipped, blue each costing Sh8,700 at a total cost of Sh174,000.
Two IPAD tablets each costing Sh180,000 amounting to Sh260,000.
One DVD player costing at Sh45,000.
100 4GB Flash disks each costing Sh2,420
One Piano costing Sh235,900.
Payment of supply of Kaspersky security kit cost Sh973,780.
One Laptop at Sh206,000.
Two visitors chairs each costing Sh56,950
Business cards Sh1.5 million.
100 Keyboards and adaptors each costing 40,000
The register was presented after Chairman Nicholas Gumbo questioned Sh8 billion expenses outlined in a new list presented from the ministry.
The Devolution ministry is said to have lost Sh45 billion which it collected from the Eurobond floated by the government.
The money is said to have been used in projects that can not be accounted for within the ministry.
The department of planning was allocated the second largest share of the money after infrastructure.
This comes after opposition leaders criticised the allocation of the Eurobond, demanding President Uhuru Kenyatta provide a specific breakdown for the Sh250billion.
Cord leader Raila Odinga claimed the government could not account for Sh75 billion from the Eurobond, amid indications the row could spill over into the Judiciary.
But speaking in Parliament, Treasury CS Henry Rotich defended the government, saying the Eurobond’s proceeds had been prioritised for development expenditures only.

I believe she's catholic.

What a shame and this replicated in all 1000 government agencies and counties

The last three months have witnessed incessant media attacks on my character on the issue of corruption in the Ministry of Devolution and its agencies including the NYS. What is shocking is the deliberate refusal to recognize my role as a CS and that of officers who are either accounting officers or AIE holders in Govt Depts. Both by law and in practice, I do not procure. I do not purchase anything for the ministry. I don't sign or negotiate contracts. Where instances of possible malpractice has been brought to my attention I have called in investigative authorities. At no point has any investigation either by EACC, CID or any other body pointed to my personal engagement with corrupt deals. Yet the vicious unwarranted attacks continue. It's amazing that whereas there are similar and more serious allegations of misuse of funds in many government departments there is never the personalized level of attack on CSs that has been directed at me. Surely this is no longer about the fight against corruption. It's calculated evil, vindictive and ill intentioned. It's an unfortunate distraction from the work the Ministry has been doing in the last two years. I will continue to serve my country diligently as I have always done for as long as I am given the trust to do so. And for the record I have no such TV screen or piano in my office. God bless Kenya.

I believe this lady when she says the TV and piano are not in her office. Or the condom dispensers, among others, for that matter. Wanjiku is literally paying through the nose for hot air. To the tune of hundreds of millions. And Waiguru thinks it has nothing to do with her on any level.
Making the unlikely assumption that she is as clueless as she claims, whose job is it to make sure this does not happen? How many people have been fired after these events?
She is saying that she has been at this job for two years and she has no idea what is going on in her docket.

I bet she will be there on the tarmac when Pope Francis jets in.
One can't help but feel like she cannot step aside because it might lead to worse things coming to light. Kamwana may also have his balls deep in whatever mess her continued presence helps cover up. An innocent(or genuinely incompetent) party would have quit or been fired long ago.

Why she still has not been suspended is beyond any reasonable expectation that Uhuru is anything but a screwball.

Did you expect anything else from a guy who never finished college because of too much raha?
Kenyans will have to face the fact the duo UhuRuto is a clueless pair having no idea in which direction to steer Kenya.
I remember we were told "Uhuru is so wealthy, he does not need corruption". Even before 3 months in office, the SGR saga landed on his lap with him and his comrades Jimmiy Wanjigi and CS Kamau landing a almost 40B in their accounts. Now corruption even to the top Jubilee cheerleader Aden Duale is a "national crisis".
Why she still has not been suspended is beyond any reasonable expectation that Uhuru is anything but a screwball.
