This is a thing that should be supported by any Kenyan. This is the only way the country can move towards a better future. Public service is not private sector whereone can earn as much as they produce.

It's just a motion, not a bill. "Lesser", but similar to, parliament's annual motions to withdraw from the ICC. The good thing about such motions is that even when they are "passed", nothing happens, but everyone is happy ... especially the public which tends to think that something significant will then happen. What Americans call "win-win".
